One of the key elements of the National Languages Strategy (2002) was a commitment to introduce an entitlement to language learning for every pupil throughout Key Stage 2 (7-11 year). To support this aim, the Department for Children, Schools and Families (DCSF) has been working with key partners to produce a Key Stage 2 Framework for Languages. In addition, the National Foundation for Educational Research (NFER) was also conducting research on behalf of DCSF to assess the nature and extent of language learning provision at Key Stage 2 at schools in England. As a result, languages will become a statutory requirement of the National Curriculum at Key Stage 2. In order to fulfill this entitlement, schools will be required to introduce languages progressively by year group from September 2011, starting with Year 3.
