 note = {The Kishu Han had been putting emphasis on the improvement of agricultural production since the latter half of 17th century. The progress of agricultural techniques and civil engineering besides the enhancement of farmers consciousness to the development of their districts allowed construction of irrigation ponds and a great scale of sluices.
