After a national meeting of the victims of crime (Asu-no-kai), the Basic Act on Crime Victims was created in 2004, and after that, there was increased support for victims. The 3rd Basic Plan for Crime Victims, settled in 2016, also lead to the appropriate dissemination of information about the establishment of regulations. The fourteen prefectures of Hokkaido, Miyagi-ken, Akita-ken, Yamagata-ken, Saitama-ken, Kanagawa-ken, Toyama-ken, Shizuoka-ken, Shiga-ken, Nara-ken, Okayama-ken, Fukuoka-ken, Saga-ken and Oita-ken, established a regulation which specializes in victims of Crime. But the passage and the feature of the establishment situation in the remaining prefectures and their city governments haven’t been made clear.
