However, the role of kindergarten and elementary school teachers on school safety included not only safety management but also safety education. Safety education begins with subjects (areas) for children to acquire knowledge and skills to protect themselves, subjects to understand the society and the community that protects children, and controls their emotions to ensure safety. They consist of subjects which need to be learned.\nIn elementary schools where children of lower grades attend school, safety management at the time of going to school is important, but it is difficult for school alone to take charge of safety management at the time of going to school. Without cooperation with the community, it is not possible to carry out sufficient safety management when children go to school. However, it is not enough to enhance safety management at school by cooperating with the local community. Schools need to conduct safety education at school so that children can take advantage of community-based safety management at school.
